ns_server showing invalid rebalance progress status

    Description

      Steps:-
      1) Orchestrator was failed over
      2) Without cleaning it, orchestrator was added back and rebalanced into the cluster
      3) Rebalance out all the nodes. (removed all the nodes from cluster associated with ip:10.1.3.74) (Old orchestrator)
      4) Deleted bucket

      This leads to the state on the rebalance tab as the screenshot.
