      Hung 7.1.0-1934 but passed on 1877

      Test: 

      Rebalance-out (min) 4->3, 1 bucket x 55M x 1KB, 100 indexes(600 index instance), 10K KV ops/sec, 20% KV Resident, Plasma, s=1 c=10
