Investigate what the behaviour is when DCP OSO is enabled for a Magma Bucket

    Description

      It has been informally reported that when OSO is enabled against a magma bucket. Seqno are being sent out of order.

      This is not expected - as OSO for magma is not currently supported.
      It is dependent on https://issues.couchbase.com/browse/MB-49816

      We need to investigate what the behaviour is and fix so that when using magma the OSO flag has no affect.
