index error on Couchbase Server caused Sync Gateway failed to start

I hit this issue while testing the new mobile requested RBAC roles.

I have installed Couchbase Server 7.1.0-2021, and Sync Gateway 3.0.0-533, after bringing up Sync Gateway, Sync Gateway is not responding, from Sync Gateway logs, I got:

With same installation steps and Sync Gateway version, Couchbase Server 7.1.0-1472 works well without any problem.
