error index creation

In an environment with 5 nodes, 3 data nodes with a Magma(The RR in the bucket is <2%) bucket and 2 Q/I m5.2xlarge when I try to create a new Index the following error is displayed:

No any indexes in the cluster and apparently the cluster is healthy (no network partition, failover...)
