cbvalue, cbrest: include isDeveloperPreview in cbvalue.ClusterInfo

    Description

      What's the issue?

      cbrest requests /pools as part of bootstrap to get the UUID and whether the cluster is enterprise. This endpoint also tells us whether the cluster is developer preview or not, but cbrest doesn't expose that. This means that any downstream users who want to know this need to make a second, redundant request to /pools.

      What's the fix?

      Add IsDeveloperPreview to cbvalue.ClusterInfo and fetch it as part of cbrest's client setup.
