Restored plasma memory quota may not allow recovery to complete

Due to MB-34742, plasma's tuned memory_quota is restored from disk snapshot.

In CBSE-11334, recovery was not able to complete since the restored memory_quota was very small and mem tuner was not able to increment the quota fast enough. All the instances were at 0% resident ratio and there is nothing to evict. In this case, when the memory use cannot be brought down below quota for longer than 5min, indexer will crash. This can result in a crash restart loop.

If the restored memory quota was high enough or if the restored quota was incremented fast enough, this situation could have been avoided.
