[Upgrade Test] Autofailover of GSI node is not triggering after upgrade from 6.6.5 to 7.1.0

    Description

      After upgrading the cluster the auto-failover for index node is not happening.

      Steps to reproduce:

      1. Create a cluster with 5 nodes kv-index-index-kv-n1ql and load the data
      2. Create Primary index and couple of secondary indexes with 1 replica
      3. Do offline upgrade of all the nodes
      4. Bring the server down on one of the index node and wait for auto-failover to trigger.
      5. Auto-failover doesn't get trigger.
