[upgrade] rebalance is clickable after upgrade from 6.6.5 to 7.1 (n1ql configured)

    Description

      Install Couchbase server 6.6.5 on 2 Suse 15 servers (207 and 239).
      Create cluster of 2 nodes.
      Create travel-sample bucket.
      Get a new Suse 15 vm (7) install Couchbase server 7.1.0-2226
      Online upgrade swap rebalance with node 239. Done.
      At node 207, do offline upgrade from 6.6.5 to 7.1.0. Done.
      UI comes up with rebalance button is clickable. Usually it does not need to click rebalance after upgrade is done
