[System test upgrade] - Online upgrade using swap rebalance hangs in indexing when upgrading from 7.0.3 -> 7.1.0 after enforcing TLS

Script to Repro
1. Run CC longevity on 7.0.3 for 3-4 days

2. Change the encryption level to strict.
3. Add 2 kv nodes and 2 indexing nodes, Remove 2 kv and 2 indexing nodes and do swap rebalance. This has been in a. hung state for almost 24+ hours.

Also I am not sure if its hung or just slow.

Can you suggest the work around ? I was thinking of stopping/waiting for some time and restarting rebalance. Let me know if thats the way to go.
