[CLI] Add PiTR options to relevant bucket sub-commands

      What needs to be done?
      We need to add PiTR bucket options that are currently only exposed in REST API (e.g. pitrEnabled, pitrMaxHistoryAge, pitrGranularity) to the relevant couchbase-cli bucket-related subcommands (e.g. bucket-create, bucket-edit).
