Service upgrade needed on compat mode change

    Description

      MB-50801 identified an issue where the compat mode getting bumped by ns_janitor_server does not upgrade services which existed previously but just became topology aware (n1ql in this case). If the compat mode bumps after a rebalance then the service upgrade does occur.

      The compat mode bump by ns_janitor_server should also upgrade services.
