REST API to check Secrets Mangement status

    Description

      Currently we have 2 REST APIs for secrets management. 

      1 to set a new master password and the other to rotate the data key, but there isn't any API for an admin to check the status of the feature.

      We need another REST API to check the state of secrets management, to know if it is using the default out-of-the box settings or has it been configured with a password.  Only a full admin or security admin should have access to the information.
