TEST STEPS
Deploy bucket_op, timers and n1ql handlers (3 each).

OBSERVATION
Deployment for all 3 bucket_op handlers completed successfully.
Handler timers0_0 is stuck in deploying state which caused other 2 timers + 3 n1ql succeeding handlers to be stuck in deploying state.
On 172.23.104.21
eventing.log
Following error is logged continuously for timers0_0 handler from the time deployment was requested for 9 handlers mentioned above.
