Description
What's happening?
When attempting a cloud backup using the --disable-data flag, the backup fails with the error:
Error backing up cluster: no such file or directory

From the logs, this seems to be caused by:
Error backing up cluster: failed to compress backup metadata: failed to compress range files: failed to create zip archive at '/tmp/cbbackupmgr-staging/archive-10.112.212.101/backup/2022-03-02T14_15_00.877107497Z/default-e7cbe61b4af91c68761200703ddf9a66/ranges/ranges.zip': open /tmp/cbbackupmgr-staging/archive-10.112.212.101/backup/2022-03-02T14_15_00.877107497Z/default-e7cbe61b4af91c68761200703ddf9a66/ranges/ranges.zip: no such file or directory

Steps to reproduce
- Create a cluster and load with data (defaults fine)
- Create a cloud repo using the flag --disable data
- Attempt a backup (this should fail)
