Functions in the 'deploying' state are not being backed up

What is the issue?
When trying to reproduce MB-51301 I noticed that sometimes when a function is in the 'deploying' state and cbbackupmgr initiates backup, the functions might not get included in the backup.

Currently I am not sure if this is an eventing service or a cbbackupmgr issue but given that the state of the function is not something that should make a difference to cbbackupmgr it is probably the case that a function in the 'deploying' state is just not being passed to it for a backup by the eventing service.

I will check this on the cbbackupmgr side and update the MB.

Steps to reproduce
Follow the same steps as mentioned in MB-51301 but use these settings:
