Couchbase Feeds

Provide a way to propagate observed events in Couchbase Server (such as documents changing, timers firing etc) to environments where our SDK is currently available (i.e., typically middleware nodes). These should come in ephemeral (hear it as it happens, or lose it if not listening) and persistent (waits to be received, and generates acknowledgements) quality of service.
