[Data Loss]: Replica change(1->2) with failover and rebalance out a node followed by add back the failed over leads to data loss.

    Description

      1. Create a 6 node cluster and a default bucket
      2. Load 100k items
      3. Change replica from 1 -> 2. Do not rebalance
      4. Start loading items another 100k items from 100k to 200k asynchronously.
      5. Failover one node gracefully and rebalance out that node. Replicas change in Step 3 came into effect
      6. Rebalance in the failed over node back into the cluster
      7. Validate 200k items. Few items are missing while SDK returned success for these keys.
