[BP 7.0.4] Data is not completely ingested into datasets

This issue is very rare and can occur for any test cases where we are loading data into KV and creating datasets to ingest that data.

The test steps mentioned below might or might not reproduce this issue.

Testcase Name - test_drop_analytics_udf

Steps -

1. Have a four node cluster with 2 kv and 2 cbas nodes.
2. Create buckets, scopes and collections on KV.
3. Create multiple datasets on CBAS.
4. Wait for data ingestion to complete.

For dataset G6rOyks.L7.Ea9xHyBX9T0mq the expected doc count is 100000, but the actual data that is ingested is 99902.
