Allow inserting new parameter at any position in the param list

UDF function parameter should allow inserting a new parameter into an existing list, instead of always appending at the end.

When working with JS/USF, I need to add more parameters to the call. I should be able to insert a new parameter at any position in the list, instead of always at the end.
