[BP 7.0.4] - [Eventing][n2n encryption] : Refresh connectionpool on every encryption-level change

Description

We need to refresh Bucket connectionPool with relevant encryption-type for every invocation of encryptionlevelchange notification from cbauth callback.

Currently we refresh kv-connection pools with encrypted connections only when encryption level changes from control -> all/strict.
We should refresh connections to non-tls when encryption level changes from strict/all -> control too.
