mc_bin_client/cb_bin_client setWithMeta does not work

Problem

The setWithMeta function from mc_bin_client will not work against a 6.5.1 cluster. The cluster will say the payload is invalid. This is because the options is not set.

For cb_bin_client, there is an options argument but it's optional. It needs to be set to work against 6.5.1 client.

I think there is some history here with the setWithMeta payload changing, so cb_bin_client might be doing the correct thing.

Note
The mc_bin_client in test runner does have the options argument.

Expectation

To be able to do a setWithMeta from mc_bin_client.
