Couchbase Installation Fails and then Loops

    Description

      I installed DP4 and elected to load the gamesim sample data.

      This failed during the loading process (for which I got a warning message).

      Clicking 'Next' on the loading screen would then present the error 'Gamesim data already loaded', but wouldn't continue on to the next phase.

      Un-clicking the gamesim, I clicked next and completed installation

      When I got to the main Admin overview page, the Setup process started all over again (as if on a first installation), and I went through the entire install process again.

      Once this was completed, and I was at the Admin console, the gamesim data had indeed not loaded.

      This presents three problems:

      1) The setup identified that Gamesim was loaded, when in fact it wasn't
      2) The fact that the Gamesim data was found stopped installation from proceeding, even though that was what I selected
      3) The installation process shouldn't restart without some error indicating why the original process failed.
