Major Description
AnnotatedValue self references currently count towards value tracking; they shouldn't as there is no way to undo this tracking.
Logically the tracking is to keep the value in scope/active whilst there are users of it and the self-reference keeping the value alive when the value itself is no longer referenced is incorrect.
