Sample buckets should be under buckets, not server settings, in Admin Console

The ability to add sample buckets belongs under Buckets, not Cluster Settings.  It's super hard to remember where to find them whenever I go looking - they are not where it would seem to make sense for them to be.  Just sayin'...
