Add support for unindexed scanning of data.

    Description

      Add the ability to scan data without an index.  This is backed by the KV range scans feature allowing us to sequentially traverse buckets/collections.  Obviously this isn't going to be high performance and is typically aimed at small collections, reducing the need to maintain indexes on them.
