[CX] Enable reading Parquet from external collections on S3 by removing DP check

    Description

      In Couchbase Server 7.1.0 Parquet external collections on S3 are only supported in DP-mode.
      To read Parquet from S3 using external collections files we need to remove the DP check.

      In addition the choice of "Parquet" for the file format should be available on the UI.
