[BP of MB-52408] Eventing Multi Collection: Function deployment successful for a function listening at scope level even though scope does not exist

STEPS

1. Create an eventing function abcd listening at scope level src_bucket.scope_0.*
2. Deploy function abcd.
3. Delete scope src_bucket.scope_0.
4. Function undergoes internal undeployment as expected.
5. Now try to redeploy the function.

OBSERVATION
Function deployment is successful even though scope does not exist.
