[BP of MB-45741 to 6.6.6][Windows] Reduce number of ns_server calls in query client

[BP of MB-45741 to 6.6.6]- [Windows]CPU usage of master node is ~97% in few minutes after rebalance adding 3 nodes with 3 buckets

Install Couchbase server 7.0.0-4962 on 4 Windows server 2016

Initialize node 102 with services kv,index,n1ql,fts.

Create 3 buckets

Add three other nodes to node 102 above.  Rebalance.

After rebalance is done, cpu usage in master node (102) stay in ~97% for about 4 to 5 minutes.  This very high cpu usage blocks any connection either ssh or REST API  to master node.
