[Morpheus] Leading missing keys indexes get created in mixed-mode clusters

    Description

      Upgrade from 7.1.1 and 7.1.2 to Morpheus
      ============= Cloned for morpheus ==============

      Steps to reproduce
      • Create 3 nodes with 7.1.1 release build (node1 KV, node2 query, node3- index)
      • Create a bucket 
      • Add a new query node(7.1.2 build) and rebalance
      • Create a LMK index For eg: "CREATE INDEX idx223 ON test(city INCLUDE MISSING ASC, phone)"
      • Index creation is successful.
