[CBSE] Set default value of min resident percent planner param to 10%

    Description

      With 7.1, plasma supports 10% resident ratio for indexes. This requires a change in planner parameter indexer.planner.minResidentRatio (which has default value as 20%).

      Note: Current min memory calculations require fixing (esp when resident ratio is in single digit). See MB-50166.
