    Description

      What's the issu, ?
      I don't believe we have a mechanism to stop another instance of 'cbbackupmgr' from staging at the same time as another. We do have the "sync marker", however, this only guards syncing, not another process staging (I think).

      What's the issue?
      We should check whether the above is true, if it is, we should use the staging lockfile in this case.
