As a REST client consumer, I can access arbitrary memcached stats.

We have a lot of stats accumulated inside memcached and some of them are quite useful for diagnostics. As a point of coordination, it'd be quite useful if I could make a REST call and have ns_server grab all of the data to service it in parallel from all the nodes. Most of the functionality is there, but we just need a supported API to make use of it.

This is valuable for both extensibility and testing, as both require seeing more detail.
