wal mode is not enable when create new bucket after upgrade from 1.7.2 to 1.8.0

Install membase server 1.7.2 on 2 nodes (172 and 173) cluster. Create default bucket and load data to this bucket.
Upgrade cluster to couchbase server 1.8.0
Fresh install couchbase server 1.8.0 on a node 174
Add node 174 to cluster and rebalance.
Create new bucket in this cluster.
At 2 nodes upgrade from 1.7.2 to 1.8.0, database of new bucket is not in wal mode
At the fresh install 1.8.0 node (174), database of new bucket is in wal mode
