Reduce mc-engine response time

    Description

      The engine parameter "couch_response_time" is used by mc-engine to poll for response from mccouch. The current value 10-min is way too big. It should be reduced to a reasonable value. In mock server randomized failure test, "make test" takes forever to finish with the 10-min wait for each failure.
