Online upgrade: Cluster reported as unbalanced after swap rebalancing in the first 7.1.1 node into 6.6.5 cluster

    Description

      Steps:

      • Initial version=6.6.5, 4 node KV cluster
      • n2n encryption level=all
      • Loaded 2 buckets b1, b2
      • Constant load started in background
      • Then rebalanced in 7.1.1-3175 into the cluster and performed swap rebalance

      Observation:

      Rebalance completed successfully

      Post upgrade the cluster is reported as unbalanced with reason,
