    Description

      Everytime XDCR retries pipeline restart and fails to start, it causes spam in KV logs. When a system is under duress, restarting every 10 seconds without backoff can cause excessive spam in KV logs and lose critical information.

      There might be value in having XDCR backoff more if it hasn't succeeded in connecting for an extended period of time.
