start EP Engine read-only dispatcher at the end of initialization

    Description

      Currently EP Engine starts the read-only dispatcher immediately after creating it. It is not a bug or imminent issue but can cause a synchronization issue later as the dispatcher first waits until all internal data structures including configurable parameters get initialized and ready.
