Add support for dynamically tunable block sizes

    Description

      The following configuration parameters need to be exposed as tunable configuration:
      KeyTreeBlockSize (magma_key_index_block_size)
      SeqTreeBlockSize (magma_data_block_size)
      KeyTreeIndexBlockSize (magma_keytree_index_block_size)
      SeqTreeIndexBlockSize (magma_seqtree_index_block_size)

      We should be able to set these parameters during runtime and any newly written data or compaction should be able to use new block size
