Add REST endpoint for configuring block sizes for magma

    Description

      Magma block sizes can be tuned to improve the compression ratio for highly compressible data. By default the block sizes are 4KB. We would like to allow it to be configured for a maximum of up to 128KB. This setting should be per bucket.

      We need to expose the following kv-engine config through the REST API
      magma_keytree_data_blocksize
      magma_seqtree_data_blocksize
