Major Description
When query nodes are unavailable accessing certain system:keyspaces is expensive.
Same thing applies when they contain loads of entries.
Remove bottlenecks like relying on whoAmI() to determine if entries are local, avoid probing down nodes if possible, and delaying marshalling plans and timings.
