[TC][OBJSTORE] Upgrade tools-common Azure SDK version to v0.5.1

    Description

      We need to upgrade the version of Azure SDK that tools-common uses to v0.5.1 because this is the version that the Cappella control plane currently uses. The v0.5.1 version of the SDK has major breaking changes compared to the current v.0.4.1 that make the tools-common Azure functionality unusable on the control plane.
