cbauth should provide a way to register for credential notifications

    Description

      cbauth currently provides methods which allow you to register to receive a notification when the general configuration or TLS configuration has been updated. To enable proactive credential refreshing, it would be ideal if we could receive a notification when the credentials database was updated as well. Or alternatively a way to just be notified when anything has changed.
