[CX] Support external datasets on Google Cloud Storage

    Description

      In 7.1.0 support for external collections on Google Cloud Storage was added as a developer preview - with very limited testing.
      For 7.2.0 we should make support for external collections on Google Cloud Storage generally available - using the full testsuite that is used for external collections on the other storage services (AWS S3 and Azure Blob Storage).
