Description
Currently, a swapper uses sweep interval for load management, deciding when to split existing swapper context or creating new swapper context. Sweep interval can fluctuate a lot due to transient condition (e.g. memTuner lower quota). It is better to use a more consistent approach (that is not subject to transient fluctuation) to determine the load of a swapper context.
