[CX] Support tracing of optimizer planning

    Description

      Use java logging to a separate log file (analytics_opt.log) that shows intermediate plans and the plans generated (including costs and cardinalities). A user can turn on tracing (using CURL statements) and the output will go to the analytics_opt.log file. Tracing will remain until it is explicitly turned off.
