Report rebalance progress on UI

    Description

      Index service reports rebalance progress via the GetTaskList API to ns-server. The progress is available via REST endpoint pools/default/rebalanceProgress. It would be very useful to display this on UI as well for users to get a better sense of how index rebalance is progressing.
