[CX] Extend CBO to include outer joins in query planning

Outer joins are not considered during join enumeration - they need to be included.

We need to explore outer join rewrite rules and the order of their application.

The outer join simplification rules should be invoked before the join enumeration rules in order to get a more optimal tree with fewer outer joins.
