Add chrony to cbcollect

      In RHEL 7 (and derivatives like Amazon Linux, Oracle Linux) ntpd was replaced by chronyd as the default network time protocol daemon.

      In our current cbcollect we only attempt to run ntpd commands https://src.couchbase.org/source/xref/neo/ns_server/cbcollect_info?r=aa80abf9#991

      `ntp time`, `ntpdate` and `ntp peers`

       

      We need to also attempt to run chrony equivilents
