Race in balance state resolution overriding most recent topology

When the rebalance coordinator isn't the CC node, there is possibility that a balance state resolution happens before the updated topology on rebalance completion is received by the CC. That resolution might overwrite the most recent topology and could lead to retaining entries of nodes that have been removed.
